About Publish What You Pay Norway (PWYP Norway)
Publish What You Pay Norway is the Norwegian chapter of the global Publish What You Pay network which organises and mobilises over 650 civil society organisations from over 50 countries in campaigning for transparency and accountability in the payment, receipt and management of revenues from the oil, gas and mining industries.
The PWYP Norway campaign has been working for:
- Building and sustaining a civil society network in Norway supporting the transparency and accountable governance of natural resource management. PWYP Norway’s member organisations represent a considerable part of the Norwegian population.
- Establishing, sustaining and developing a network of relations with relevant stakeholders and decision makers within the petroleum management sector in Norway and abroad and investor relations in Norway and abroad.
- Monitoring and analysing Norwegian political attention, attitudes and priorities towards issues of transparency and accountability in the extractive industries as well as coherence with international development work on natural resource management, promoting the adaptation and implementation of improved policies. We have had a particular focus on the Ministry of Foreign Affairs, the Ministry of Petroleum and Energy and the Ministry of Finance.
- Monitoring and influencing the Norwegian Oil for Development programme (OfD) on areas such as securing the establishment of funds for civil society in resource rich developing countries, inclusion of civil society in partner countries, sharing key information from the network regarding OfD’s activities in specific countries and challenging OfD to create a transparent programme that includes civil society in dialogues and processes.
- Urging Norway to implement the Extractive Industries Transparency Initiative (EITI) . Norway is now implementing the EITI as the first OECD country and Norway is now formally accepted as an EITI country . We have also been working for Norway to host and finance the EITI secretariat in Norway

- PWYP N is serving on the Norwegian EITI multi-stakeholder working group together with the Norwegian government and Norwegian private sector. PWYP Norway hosted the launch of the EITI report
- Hosting the first international strategy meeting for PWYP to coincide with the EITI meeting in Oslo in 2006 where more than 500 representatives from the world’s resource rich countries met
- Coordinating and conducting advocacy work and lobbying, collecting and sharing relevant information from a variety of stakeholders across governments, private sector and civil society on issues of transparency, tax and accountability in natural resource and revenue management both nationally and internationally.
- Serving as a resource on connecting to or providing information about our network consisting of over 650 organisations from over 50 countries comprising our global PWYP network.
- Contributing as a national coalition in developing international strategies and liaise with the network worldwide, through working groups, projects or processes or ad hoc, in implementing strategies and campaigns.
- Representing PWYP Norway in meetings, coalitions or conferences and engage directly in regular advocacy work with key institutions, organisations, governments, companies.
- Awareness raising on issues at stake using the media, writing articles, contributing with book chapters, hosting seminars, debates, roundtable discussions, public hearings, writing letters to our government, supporting students, connecting with researchers, contributing with presentations for events held by organisations, academia, government bodies or private sector, and representation in relevant forums.
- Advising and facilitating Norwegian civil society organisations on the issues and in cooperation and dialogues with relevant organisations in resource rich countries. Elaborate strategies and provide policy advice for communication and advocacy on campaign issues.
- Motivating and facilitating coverage of issues relevant for PWYP’s work in Norwegian media by suggesting topics for coverage, organising press briefings and seminars on critical issues, issuing press releases, providing background information, and arranging for interviews with relevant sources.
- Developing new partnerships and projects with civil society, journalists working in the media and trade unions, and government focused on revenue/expenditure transparency and accountability issues.
- Developing, designing, implementing and overseeing TRACE, a capacity strengthening programme for NGOs, media and workers’ unions in resource rich countries in Africa and Latin-America and co -creating new knowledge being made freely availible for a larger public. - Connecting the participating organisations in our capacity strenghtening programme TRACE to international political advocacy work, possible international or regional allies.
- Developing and expanding relationships with related research, policy projects and relevant academic institutions in identifying opportunities for synergies and collaborations.
- Managing, developing and implementing advocacy campaigns.
- In all processes, working for country by country reporting standards through both voluntary and binding regulations. One example of a voluntary standard is the EITI , and an example of work for a binding regulation is our work towards the International Accounting Standards Board (IASB) to include country by country accounting standards in a new International Financial Reporting Standard(IFRS)
